LEAP is an Ontario Energy Board (OEB) program through which local utilities provide year-round emergency financial assistance to low-income households. Horizon Utilities funds the program which is administered by the United Way in Hamilton and St. Catharines.

“Last year we worked with local agencies and were able to help more than 394 families with Horizon providing more than $126,000,” said Eileen Campbell, vice-president of customer services. “While we offer conservation tips and programs to help customers manage electricity costs, there are times when people urgently need the kind of direct financial help LEAP provides.”

In 2015, Horizon Utilities said it will contribute close to $138,000 to local agencies to distribute back into the community through LEAP. Eligible customers can receive a one-time financial assistance grant of up to $500.
